since we cant choose which body parts to lose the weight off - it has to be overall weight loss.
find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried - no junk food.
ofcourse you can spoil yourself with a little treat once in a while:)

I dont know what your excersize routien is or what you like to do, but I do Pilates everyday and am devoloping very defined stomace muscles and losing some weight but diet control is also part of it. You dont need to stop eating the foods you like but do it in moderation. smaller portions are key. Also, if you are in a hurry grab a yougart instead of carbs.

You cannot spot reduce. You have to lose fat over your entire body. Do more cardio, incorporate some ab work (sit-ups, etc) and eat a healthy, low-fat diet.

I'd recommend trying out some crunches.
Swimming is great also.
Stretching to the side and holding the stretch for a while would do it too.

All the best!!
