What does when children present actually mean? Is it when they are being dropped off at school, getting out of school, or the whole school day?

I believe it means when they are likely to be present, like during school hours.

I got pulled over one time doing 40 in a school zone. The officer said the speed limit was 25 when children are present. Fortunately for me, it was 4pm and the school had been out for at least an hour and half. I told him to look around. Were there any kids present? Schools been out for an hour and a half.

He let me go with a verbal warning to slow down.

During normal school hours. Weekends don't count, but it would STILL be a good idea to be cautious anytime.

It means when they are present....look, do you see a child...BINGO, they are present...
