Doesn't permanent mean permanent?

You can petition the court to revoke a restraining order. You will have to go back to court before the issuing Judge and ask that the order be rescinded.

You personally can't drop it, your actions may have lead to the court issuing the order, but the Judge has the final say.....because it's the Judge's order.

Depends on the judge that issued it.

It would be totally up to that judge. You would need to go back to that judge and make your case. Many times they are reluctant to do so as they know that D.V. cases are hot buttons.

If he would drop one and then later violence occurs, the courts would be open to criticism.

Well, it's difficult to "drop" it, but you can just stop enforcing it by not calling the police when it is violated.
