I've heard it called Title Washing, just as Bostonian said.

Can't say that I've heard that one. Maybe you mean "Title Washing" or "Title Shopping?" That's the (illegal) practice of running a salvage, rebuilt, or flood title through a state that does not have a salvage or flood title system, thereby making a junker look like a pristine vehicle. Any vehicle history report will quickly reveal that type of fraud.

Most states will also run the VIN from a foreign title through their history database. If it hits on a dirty title, the same title as was previously issued will be issued in exchange for the out-of-state "clean" title. At least that stops the "blow-backs."

Title hopping is when a vehicle is bought in one state, retitled in another state in an effort to removed a title designation such as "reconstructed" or "flood". The retitling the vehicle back into the original state.

There are some small "mickey mouse" dealerships that do still do this. Most larger dealerships general stay away from this kind of practice as it can cause you to lose your franchise.

Lay down all the titles in a row. (Mr., Mrs., Dr., Rev., etc.) Then get a long running start and jump as far as you can. If you are able to jump all the titles you have successfully title jumped!
