It's an opening bid for an auction. Nothing worth driving sells for the opening bid.
The other "ketch" (you're buying a boat?) is that you can't test drive the car. And if there are no keys, you can't even start it and see if it runs at all.

The impound yard is having an auction, the public can bid on cars, with the minimum bid being 500. There is uncertainty regarding the title, you don't know if it drives well, you don't get to do that, most cars are in poor condition, have been dumped because the owner didn't want to fix/repair/maintain the car.

They will charge you for the information. You can get the ads for free online or in your local newspaper if you look for them. There is no gaurantee that you will get a car for $500 though. It is an auction, they go for what they go for. Also you have to ask yourself why the car was impounded in the first place. Usually because it was found alongside the road somewhere and doesn't run.

Not sure, but it could be that the car is damaged somehow, like a bullet or blood or something. Or, it might be that the owner, when they get out of jail might come looking for it. Or, its possible, you have to take over the payments, but I doubt that. If anyone has the real answer, I would love to know this too.
