Because he wants to, just because someone does not do something doesn't mean that he's incapable of doing it.
it's like saying that just because I'm a human i 'have' to do everything on my own. maybe i can do everything on my own, but i don't 'want' to do everything on my own. i like to get help from other people.

He created angels. Presumably He could do things directly. He didn't have to create anything, and things and beings he creates exist for a purpose.
