I am not sure about Baltimore, but if you are interested in going to the Laurel area (about 20 minutes from Baltimore - right off 295 (BW Parkway), you can go to

check out the reisterstown road area by the plaza. there's a place called scruples out there. they did my hair for prom and their prices are reasonable.
