There will always be poor. Yes. In fact, the Law accounted for the needs of the poor when the harvesters were commanded not to glean the fields. (ref. book of Ruth)

However, poverty will not be forever. In the Millennium, food will be as easy as dropping a seed today, and reaping a harvest the next--for the soil will no longer be cursed and weeds will be only a memory.

What he said was as follows:-
"For ye have the poor always with you; but me ye have not always" Matthew 26:11
By this He meant that the disciples would always have the opportunity to help the needy, but that He would not be with them for much longer.

Yes, He said "the poor ye have always with you" but He was referring to them not having Him with them always because His mortal ministry was coming to a close. He was concerned that the disciples should learn of Him while He was with them, because His time was short. They could take care of the poor later, because they would always be with them, needing their help after He had gone.
