In all honesty the name kinda says it all . . . .
But to enhance on that, it allows a digital photo or other digital image to me manipulated.
Most people use them to adjust colour levels, brightness etc prior to printing, rather than take the photo correctly in first place.
Depending on the software features you can do much more, I've removed a distracting branch from a bridge in one, removed a stray piece of litter in another prior to enlargment.
With the right software, skill and practice, you CAN remove someones had and redraw their hair, but it not easy.

Everyone wants to look better, or modify their pictures.
Photo editing isn't just to satify someone's vain needs, but to modify pictures for ads, bulletins, and other promotion pictures.
