to make system many changes right click a blank spot (no icons) on your desktop and click on properties. click on every tab to see what it does. the computers help files will explain it all to you.
in there you can change the start up tone. i forgot which tab it is. it has to do with themes. i can't access that on this public computer.

Go into the Control Panel and go into Sounds. You can change the sounds of your computer either by switching the theme or the individual audio clips. You need WAV files to change the sounds.

Open Control Panel and double click Sounds and Audio Devices. Once that is open, go to the Sounds tab and scroll down until you see "Start Windows"...that is the sound you want to change.

I don't really understand what you mean by "Start up tone" but here is a little program that will do a lot of things for your computer.
