Is there a website I can go to so I can find out if a specific soldier has been deployed and to where? He is in the Kentucky National Guard.

Sorry. That information is classified. If it were available to anyone, then we'd just be advertising where our troops were during the war and make it easy for the bad guys to target us. The only way to know, is to ask him yourself.

I know that's not the answer you wanted, but that's pretty much the best you can do.

absolutely not. That falls under PERSEC and OPSEC. only if you were the soldier's spouse or authorized Next of Kin would you be able to find out that information.
