thats because the cell phone has several circuits that makes radio frequency signal, this radio signal is received in any wire acting like an aerial and then the signal is amplified in the audio output of the device that is suffering the interference.
the power of the signal is weak, and thats why it only make that noise when you put it close to the line or the radio.

Your cell phone manufacture did not do the required electromagnetic compatibility testing. All consumer electronic goods sold in the US must pass this testing.
