If you hear voices, you might have an overactive imagination or ego, you might have a mental illness, you might hear demonic voices, if you're a truly devout religious person or just someone God wants to talk to, you might hear from God.
Quite a few people who are religious claim to hear from God and it is up to each person to examine that "prophet's" claims to determine if they are or not. This is not easy because most "prophets" are convinced they are prophets and are very good at sounding like they are.
Moses was chosen as a prophet by God even though he was not raised by his Jewish parents but by his adopted Egyptian royal family. Moses' claims of hearing from God had to be verified by many repeated miraculous signs (turning a stick into a snake, making his hand leprous by putting it inside his cloak, bringing in plagues, etc.) before the Jewish people would accept him. The miracles in themselves were not enough-what he said God told him actually came to pass.
Likewise Jesus' claims to be the Son of God had to be verified by many miraculous signs (healing the sick, turning water into wine, raising the dead, walking on the sea, etc) for the people to accept Him. What He said also came to pass and is still happening today.
Still, with all this, you have to examine the person's teachings and character. Saul joined in with the prophets and prophesied but was later afflicted with demonic spirits(seen by his killing of the priests and trying to kill David) because he disobeyed God's true prophet Samuel.
Jesus' disciples had seen someone driving out demons in Jesus' name and had complained because they were not part of their discipleship. Jesus had responded to leave them alone because no one could do a miracle in His name and then say something bad about Him in the next moment. (Mark 9: 39)NIV. So, people can do miracles in Jesus' name but that does not make them a prophet.
If you hear voices, take it to the Lord and to those in spiritual authority. What are the voices saying? Do they conflict with the Bible? Do they tell you that you're the only person who God speaks to? The Bible says we are to test the spirits to see whether they are from God or not (1 John 4:1)NIV.
If the voices tell you to do something or tell you information, find out if what they tell you are true. If they tell you to kill or harm someone or yourself, these are definitely not from God. You would know then that you need to get help from reputable people.
