It sounds more like they are getting stuck due to being to sticky.Chicks in eggs only grow to a certain size.I am assuming you are using an incubator.To raise the humidity higher in it isn't to hard.You can place a small bowl of water in the incubator or anything plastic which will fit in the bottom can be cut to fit under the wire.If you aren't using an incubator keeping the proper humidity around the eggs is near impossible.Temperature is just as important if not more important then humidity.If the chicks do not develop properly and at the right rate they can be to weak to hatch.It can take up to 24 hours from the first pip for a chick to actually hatch.If their progress is slow and the chicks seem to be in distress then you can do some investigating by helping to remove one chick and observe if it is complete.Is the yolk absorbed and is the belly button fully closed.

You may need to invest in a small
incubator.
I have a friend that brought one so her kids
could hatch and raise Chickens, Ducks, and
Turkeys.
It worked really good. They even sold some
of the grown Birds, and had Turkey the next
Thanksgiving.
You need heat that's warm like the
Mother Pheasant that would have sat on
them to hatch them.
My Father raised about 2,000 Ducks a year.
Some Quail, Golden Pheasants, Pheasants,
Turkeys, and Canadian Geese.

I am not an expert in hatching birds, but I have always heard you shouldnt help them hatch. This is natures way of selecting the strongest, and most determined to survive. Perhaps study as much as you can find about how these birds would naturaly select and create a nest, and try to simulate that environment.

If its been 2-3 weeks since you've had the eggs, and they still aren't hatching then chances are hey are probably dead inside...
if not, then be sure to keep it warm and hope for the best.
