Get a crate and crate train him. Take him outside and give him 10 minutes. If he doesn't go. Pick him up and take him in the house then put him in his crate. Try again in a couple hours. Don't let him cruise around the house until he's housebroken. Poop is not cute.

Well, don't be impatient, first of all - if you are staying out there for only a few minutes, it won't work as well. Sometimes it takes our dog half an hour to find a good spot.
If he keeps going to the same spot on the floor to poop, clean it up really good and put something there so that he can't go there anymore.
Also, try to find a treat he really likes - We get the Pupcorn at Walmart for less than $3.00 for a huge tub (it's real low in fat, you can't let your wiener dog get too heavy lol) and then stay out there with him and make sure he poops, right after he poops outside, give him a treat - outside.
When he poops on the floor, you can find it and take it outside and drop it so he knows that is where it's supposed to be.
It helps if you have another dog to go outside with, our wiener dog got trained faster when she saw our pug outside doing her business.
DON'T put his nose in it, that is the worst thing to do! Just show it what it did wrong, and scold in a stern voice. Wiener dogs get kind of scared easily, so you don't need to scar him! :( We use a water bottle sometimes, she doesn't seem to like that too much....

If you can't keep an eye on him for a while (you have to run to the store or you're doing a chore like vacuuming that you don't want him to be right there while you're doing it) then put him in an appropriately sized crate or a small room with tile floor (so that any messes will be easier to clean up). When you see him starting to poop, don't yell at him or react very strongly. Just give a quick verbal "eh" or "uh-uh" to distract him and pick him up and take him immediately outside so that he can finish. Once he's finished pooping outside, make a huge fuss over him. Praise like crazy and super-yummy treats (we're not talking milk bones here, we're talking semi-moist treats or little cut up pieces of cooked meat). Take the super yummy treats outside with you when you go out for your regular potty breaks. Continue to praise him for peeing in the yard, and you could even give him a so-so kind of treat (like a milk bone) if you want. But REALLY REALLY praise him and give him the super-yummy treats if he poops for you.

Take his poop outside and put it where he usually goes to pee. Also what does he do when he comes in the house after being outside for a hour? Does he head right for the food dish because that will make him need to go. But most likley can smell his sent there and that is why he is insistant on going on the floor. Get some cleaner that will eleminate his smell such as OUT pet ordor and stain remover, or what seems to works is the swiffer wet jet with antibacterial cleaner.

you can stop it. i have a 4 year old dapple daschund hound named,"Juicy Fruit." i also have a 6 year old min pin named,"Pepper." pepper was really really easy to house train but him, man hes a spoiled brat!! so what ive been doing for the last month, i bought a big fence(like two small fences),i put a couple blankets inside and you know what? for the whole month he hasnt gone number two inside the apartment yet....

I would clean the spot he goes at in the house really well to try to get the sent out of the floor. Putting his poop outside where you want him to go may help also. I would also make sure to take him out often after he is done eating or playing.
