Texas is one of the lowest ranking states on assistance.
However: Contact the power company for rate assistance and also sign up for bill averaging. This latter will not lower your annual bills, but it will keep the monthly amount roughly the same all year (by increasing the winter bills). Contact your city and power companies about weather proofing programs where volunteer groups caulk, paint, and sometimes insulate homes to reduce utility costs. Contact Habitat for Humanities about themselves and organizations known to them for costs in this area. Ask about neighborhood and church organizations that can help with care or food assistance. If you are not on WIC (women's and children's) assistance, at least get that. If you have not been getting the refunds from the federal government for the income tax credit, (which you get even if you don't otherwise file for taxes), contact the IRS or various free tax assistance organizations to see if you qualify and if you do file for back taxes for the last two years at least.
