Evil wasn't created and Satan can't create, only God can. Evil is only the distortion of what is good. In other words, God created the angels [including Satan] and Satan out of his own free will choose to distort the good that God had created. Darkness is the lack of light, and evil is the lack of what is good.

I don't think Satan was a threat to God. Don't you think God would have realized, before creating Satan, that he would eventually revolt? I'm pretty sure God is smart enough to know that he would. So, given that he knew Satan would revolt and still created him, shouldn't we conclude that there was no threat, perhaps that his revolt was actually the point of his creation?
If so, then I believe this indicates that God created Satan to embody evil, in order to show man the contrast between evil and good. Prior to Lucifer's fall evil was an abstract concept to man, whereas afterwards it was a demonstrated reality in terms man could understand.
Then again, as I am reminded daily, it truly is futile to attempt to understand the mind or purpose of God. Our understanding is too limited to fully comprehend even a fraction of His purpose.

The Bible doesn't refer to evil before Satan. Pride was his downfall.....God just made him a little too beautiful and smart and he got full of himself. God didn't create Lucifer evil....that came from his own heart as can happen to anyone who begins to think more of themself than they ought. It is Satan's greatest joy to trick us into that same kind of pride.......and he's perfectly willing to give us all the glory when we do. There's the appeal......self elevation.....idolatry of self. It really rubs the prideful person the wrong way to even think of being submissive to God and yet therein lies the secret of real joy, peace, and fulfillment.
There is no threat to God. How can anyone or thing be a threat to the Creator of the universe? No one has the power of God. The love of God, which is pure and holy, only wants the best for His creation, and to be loved back (and this done through free will, not forced). He made man to be higher than the angels and for some, this is their own downfall just like Satan. It behooves us all to realize we are nothing on our own and we need a relationship with God to be fullfilled.

God created Lucifer....obviously with a form of free will.....he revolted against God and took 2/3 of the angels with him (we know these as demons)
Nobody is a threat to the Almighty God
And God did not create evil....our sin did

There had to have been evil before Satan. Good and Evil exist side by side, so yes, but if God created someone flawed like Satan then does that not make God look imperfect to begin with? God has remained so mysterious and invisible and elusive it is hard for me to judge unless I really met Him and saw how He lived and what His fears and hangups were and who He chooses to keep company with, etc. etc. Quite a question you aked! Good for you!

For God there is not good or evil, everything is good for Him.
Everything that exist emanates from Him, so evil also comes from Him. Goodness is God's frontage, and evil is God's back portion. Taking this example, the chest or the back of the body are equal. It is not that when there is some pain in the back side I don't care for it, I simply take care of it when there is pain in the chest. No. Although it is the back side, it is as important as the front side.
But for God there is nothing evil. Just like for the sun there is no darkness. But for us there is light and darkness. If you keep your back to the sun, you will find darkness. And if you face the sun, then there is no darkness.
"We create darkness as soon as we change our position. If instead of remaining in front of God I keep God on the back, then there is darkness. Otherwise, there is no question of darkness. But in the sun as it is, there is no such darkness. Therefore God is all-good. But for us, when we forget God, that is evil. And when we are in God consciousness always, then everything is good.
