I live in U.S. and I need to send some videos to my family in France. They will eventually edit the videos but because of the different system (Pal) I am not sure wihich kind of camera I should use?? I believe mini dv will not work, right? How about dvd cam corder? And HDD? Any suggestions on a specific cam corder? I don't want to go over 500-600$.

Which ever camera you select, it will be either PAL or NSTC. But why worry, now a days most of the mulitimedia systems (TV, DVD players, writers etc.) support both the system. To be sure, you just ask your family to confirm whether there system works with both the fomats or not.
With the budget of $600 you can go for almost any famous brand. I use a Sony DCR-SR-40 with HDD which is within your budget. It has got 20X optical zoom, HDD, super night mode, rotating screen, large touch screen etc, But the system is PAL, as I live in Asia. But my TV, writer, computer, DVD player support both the systems.

actually in France they use SECAM which is neither PAL or NTSC (USA).
