Perhaps, since Harry Reid alone does not have the authority to end the war, a good expression might exclude what Harry wants to do, including, instead, what Harry Reid wants to see happen. Maybe something like "Harry Reid would like to see an end to the war in Iraq", or "Harry Reid is for an end to America's military committment in Iraq."

My heavens!! It is their country and if they dont like each other or want to be part of a unified government why on earth are we there creating this artificial government to keep together something that probably has no business being together to begin with. The lies that the Bush administration has told us to get us into this thing!!! Anyhow the Democrats do not plant to cut and run. They are proposing removing the troops but I am certain that we will get a contingent force such as the UN to help it mold into various countries or something similar to the former soviet Union where autonomous smaller regions are loosely together as an Iraq but not as a state
