Who is working on this weapon?

Question

First you make a germ that kills with a special chemical.
Next you vaccinate your own people against the germ.
Then you release the germ to the world, everyone else gets infected but they don't know it.
Now you tell the world you will release the chemical to kill everyone else apart from your own people

Scary, and possible, but I think the criminals behind this would not let anyone know about the vaccine until it was too late. Excellent screenplay..., and hopefully just that.

Well firstly no countries scientists will ever encourage the government do this. Well any civilised government anyway. While in the first instance this plan may work, it doesn't take a bacteria cell long to mutate with other bacteria and mutate again thus wiping out its creator........

Its a nice idea for a biological weapon but wouldn't work long term.
