Personally, I much prefer Vancouver to Seattle.
In answer to your question, though ... as others stated, the U.S.and Canada are two different countries. A person cannot just choose to live in one or the other and move there. Whichever country you are a citizen of, in order to live in the other country, you must go through the entire immigration process, which is both costly and time consuming.
That in itself is the primary reason people live on one side of the border or the other, also along those lines, are the respective benefits and attributes of each country.

Well, they are different countries, it depends on where do u have the right to live
It's like asking if Tijuana and San Diego are so close to each other, why people choose to live in Tijuana?
Vancouver is a great city anyway, never been to Seattle but Vancouver is one of the best places on earth

That's a really good question. Hard to answer a number of people have different reasons as to why. One of huge benefits is because its in Canada, Canada has a fantastic health care system, Government supports alot of medical, or is cheap to get a plan to cover costs.. $54.00 to $88.00 a month for a a family and you are FULLY covered. Where as in the US either you have a company that offers it or you pay very high and can become bankrupt getting a simple cold.
Plus the Coast lines up here are cleaner.. Basic Water is second to none.. after all the US wants our water. Number of reasons... Vancouver is alright... great to visit.. Victoria is a hell of alot nicer, so are many other places in BC, Alberta, Sask (Fishing) East Cost (very nice over there)... I Find BC is expensive to live... GST plus a Provincial Tax on everything you buy.

People who move to Vancouver enjoy outta hand rent, drug addicts littering all the downtown sidewalks, possibility of poking themselves with a needle on the beach, being nude on wreak beach, cheap sushi, hoards of tourists in the summer, endless traffic, did I mention druggies, Whistler, the ocean, the sun sets, the gay men/culture, I really dont know why people would choose to live there. I visited for two weeks and that was good enough for me.

Well, the first very obvious reason is Vancouver is in Canada and Seattle is in the US. The other is, Seattle seems grungier/dirtier and it also rains more in Seattle than in Vancouver.
