Simulation is what simulators do. A simulator 'runs' a simulation, like a computer runs a program. With modern simulators run by computers, it is almost the same thing. A simulator may be a nearly complete 'control room' with spaces for several operators, who may participate in the simulation by providing human error, reaction time, neural networks, operator experience, etc.
