Well duh, it's because you stopped exercising. Fad diets are not an alternative for not exercising. Simple logic will tell you: if you eat many carbs, but burn them off with activity, no weight gain. If you eat less carbs, but stop most of your activity, you will not lose weight, and as you've noticed, may in fact gain some if calories absorbed > calories burned.

Unfortunately you could have eaten lots of sweet food..... or fatty food but still be on a low carb diet... the problem is that these sugars and fats provide energy too... an excess of which is stored, it seems, on your bite size butt.

Doing buttock exercises does not target the fat stored there... any more than doing abs can target the fat stored on a tummy... it simply doesn't work that way. You might exercise your legs for example and your arms could be thinner as a result. What is necessary is that you exercise the largest muscles possible to use the maximum amount of energy and thus potentially burn the most fat. If you do 10 squats for example you will burn more energy than if you perform 10 preacher curls... so try to do an all over body exercise.. like squats, lunges, bench press combinations.

I like the word buttocks and you said it twice..... thanks for sharing.

Could be just that your weight distribution is changing because you have lost a few pounds and they don't tend to come off evenly. It may even out when you lose a little more. If you are on a high protien diet and doing buttocks exercises then you could be increasing the muscle mass in your buttocks region.
