It means somethings blocking something. Like a car is obstructing (blocking) the road. Stuff like that or you are hindering a crime scene investigation.

Well, in the bowells, it would mean your clogged up and constipated.
In the law, it means that you tampered, hid, excluded or destryed the evidence of a crime.
At a concert or sporting event, it could be the lady with the big beehive hair in front of you.
