It's called hog calling, and supposedly it's done to bring them together for feeding or innoculations. Some people have refined the "sooee" to be heard for miles, which is just for contests, since the hogs are rarely that far away. The Iowa Hogcalling winner for one year was a tiny little elderly woman who was on the Johnny Carson show to show her ability.
