No. It means the TV crashed (or if you use a set-top, the set-top crashed). Unplug and plug back again to reboot it.
(Turning it on/off may or may not work)

if your tv channels stop chaging you either have a problem with the TV, need to change the battery in your remote, or your cable/sattelite service has a problem or the box has a problem.
