Every IC is different. Unless you have its datasheet, there is no way to identify what its terminal does.
Datasheets for common ICs are available on-line, but in many cases the datasheets are considered Company confidential.

depends on weither its a regular chip that is an amp or logic thats easy to find and they sell books telling your what is the power and weither its a nor or or whatever it is if its a micro processor then you have to find a book and its not usually eazy except for the old work horses like the z80
