G-d gave us the world to run.
As a result it is our job to take care and protect the innocent.
but if you want an answer to make you happy, yes G-d created the situation that allows their to be genocide, but it is up to us to stop it.
Only by standing up instead of waiting for divine help will the people of Darfur be safe.

The Janjaweed first emerged in 1988 after Chadian President Hissène Habré, backed by France and the United States, defeated the Libyan army, thereby ending Col. Muammar al-Gaddafi’s territorial designs on Chad. Libya’s Chadian protégé, Acheickh Ibn Omer Saeed, retreated with his Arab militia forces to Darfur, where they were hosted by Sheikh Musa Hilal, the newly-elevated chief of the Mahamid Rizeigat Arabs of north Darfur. Hilal’s tribesmen had earlier smuggled Libyan weapons to Ibn Omer’s forces. A French-Chadian incursion destroyed Ibn Omer’s camp, but his weapons remained with his Mahamid hosts, along with an Arab supremacist ideology associated with the Libyan-sponsored ‘Arab Reunion’.
Throughout the 1990s, the Janjaweed were an amalgam of Chadian and Darfurian "Arab" militia, tolerated by the Sudan Government, pursuing local agendas of controlling land. The majority of Darfur’s Arabs, the Baggara confederation, were and remain uninvolved in the war. In 1999-2000, faced with threats of insurgencies in Western and Northern Darfur, Khartoum’s security armed the Janjaweed forces
This Janjaweed is a direct result of American & French interference in Africa once again.

This world is not currently under the rule and reign of God. Because of man's rebellion against God, and their hatred of God's law and call for righteous living, God has let this world be enslaved to Satan. Satan is the ruler of this world. He rules and reigns for now.
This will change when Christ comes in all His power and glory to take control and defeat Satan.
Only an unbeliever full of himself and his own foolishness could ascribe the evil that is loose in the world to God. It is the fault of men that Satan is in control. The evil of men, and their hatred of all things holy and godlike.
