What can happen to someone if they witness an abuse or an assault and they fail to report it?

in most states you can be charged with failure to report...but in most cases people do not report crimes because of the fear of retaliation from the offender.In most states there are numbers u can call to report a crime without even having to state your name.the noble thing to do is to report it,which helps a victim from future assaults.

Sadly a number of crimes dont go reported into our system, and for many reasons.Some criminologists claim that victims of many serious crimes do not report these incidents to police;therefore,these crimes do not become part of the UCR (uniformed crime report),the reasons for not reporting may vary.Some victims do not trust the police or have confidence in their ability to solve crimes.Others do not have property insurance and therefore believe is it useless to report theft.In other cases,victims fear reprisals from an offenders friends or family or,in the case of family violence,from their spouse,boyfriend,and/or girlfriend.According to surveys of crime victims,less than 40 percent of all criminal incidents are reported to the police.

there is a system known as NIBRS, national incident-based reporting system....this program collects data on each reported crime incident.Instead of submitting statements of the kinds of crime that individual citizens report to the police and summary statements of resulting arrests,the new program requires local police agencies to provide at least a brief account of each incident and arrest,including the incident,victim,and offender information.

It depends on local and state statutes but for the most part nothing. Most states and local governments do not have laws which compel a victim or witness to report a crime. However some communities have made it a misdemeanor to not report a crime so know your local laws but for the most part nothing.

Basicly that is bading and assisting the crime a class A felony and can also be falsifying government documents a class B felony.

The person being assulted needs the help in correcting the situation.
