They respond to a call for help or to a crime being committed,
They re-act to whatever the culprit is doing,
They report all the conditions and actions that they see taking place and
They apprehend who they feel is the person(s) creating ( or involved in ) the event.
Showing proof is not one of their tasks. They report and the local attorney, in a court, uses their reports to show proof.
Before the police can arrest a murderer, the murderer first has to kill someone.
