When you live in the Los Angeles which has the poorest air quality in the country can it work against you to perform cardio work outs? How bad would the overall air quality have to be before the cardiovascular benefits were overwhelmed and cannibalized by the health hazards of breathing in additional air pollutions?

very interesting question. I have been following the california attempts of improving the air pollution. I think the pollution would have to be hundreds of times worse before you start losing on the cardio workouts. Right now, the pollutants are rising above fairly quickly, they are probably causing more "long term (over decades and centuries)" effects than short term ones, good luck
