YES!!! Laughing at someone can definitely hurt their feelings. It's different when you are laughing with someone than laughing AT someone. Just remember how you would feel if you were in that person's shoes, or if someone you cared about was LAUGHED AT. What goes around comes around. Man reaps what he sows. There may be a day when you fall flat on your face and someone or a group of people will laugh at you hysterically. How do you think you would feel?

If you are laughing AT someone, because of something they said or did, it is cruel and wrong. If the person does something, funny, or by mistake, and is laughing at themselves, then it is alright to laugh as well, just not that rude laughing and pointing.

Laughing is a way of expressing joy. However, if it is at the cost of someones feelings getting damaged or for ones entertainment, its better to not openly express these feelings.

It can be, if you are laughing at them for the wrong reasons.
We can talk about political correctness all we want, but laughing at someone is rude and mean.
We should not laugh at people because of things they do not choose for themselves, such as disabilitiues, differences, race, socioeconomic class, etc, etc.
