Does it come back thicker?

it depends on what kind of hair remover you use.
if you use a shaver the hair not only comes back quickly but also thicker. If you use waxing the hair still comes back again but the risk of hair coming back thicker is very low.
The best way of removing hair is lazer, the hair stops from growing fast after few sessions and also it wont be as thick as it was before.

If you want to remove hair forever, there are non-invasive laser surgeries (unless you have really light blond or red hair) that you can get from a dermatologist, but creams and wax only last a little bit and the hair comes back just as it was before.

It comes back, usually within 4 days to a week. If you are talking facial hair, I recommend Surgi-cream, it works the best and only takes about 7 minutes. Surgi-cream is what hospitals use to remove hair from patients before surgery. You can get it at Walmart. Creams and waxing DO NOT make your hair come back thicker. NEVER EVER shave hair on your face, it will make it stubbly.

no, but it can remove it for up to 2 weeks depending on what product you use. The negative side is it can be very drying and hard on your skin.
