what is a rocket pipe on a vehicle?

I can't say that I've heard the term before, but I have a couple of possibilites.

One could be side pipes or lakes pipes as they were called.

The other could be where they put spark plugs in the exhaust and shoot flames out of the back of the car. They are illegal, and dangerous too.
