I'm having a restaurant party with a prix fixe meal that I've paid for, but I want my guests to know that drinks and tip are on them.

If the drinks are not included then you should say "Drinks & Tip Not Included", "Bebidas y Propinas No Incluidas". I am from Spain and I have never heard a Spanish term for "cash bar".

I would say
"bebidas y propinas no incluídas"
that means drinks and tips not included.
