No you cannot download that legally anywhere.
You can get free word processors such as AbiWord or OpenWrite (part of OpenOffice)
And what the [beep] does "edit the internet" mean? You don't edit a network... Certainly not with a word processor!

Microsoft Word is commercial software. You have to pay for it. You can download a trial version from Microsoft.com, but you have to pay to upgrade to the full version. You can also download OpenOffice, which is a free, open source package that contains a similar word processor called Write. AbiWord is another free, open source word processor that may work for you.

Legally, you would need to pay for Microsoft Word. And yes, there are many programs that allow you to modify web pages, Word does a poor job but it works for the most part. You can also use Microsoft FrontPage, or Macromedia Dreamweaver, for example.
