Depends on where you are. Just make sure you have an alternate plan in case it does. November won't be too cold? You can go to www.weather.com and look up the averages for previous years to try to pick the best time.
My wedding is in two weeks and it says there is 60% of rain. I'm a little stressed. Mine is an outside garden wedding. I've heard that it is good luck for it to rain on your wedding day.

Where do you live? Usually it is cold in November in most places for an outdoor wedding.

Definitely depends on where you are. Good to check the seasonal weather patterns of the city where your ceremony will be. If you're still not sure, plan on renting event tents. You can get clear ones that you can put up, so even if it's sunny, you can have the natural light shining through, or just get the regular white ones and decide the day-of to see if they need to be set up or not. Maybe get strings of white xmas lights and string them around the inside of the tents, so it will look like you'd planned it all along, if the rain does come and everyone has to be under cover.

WHERE? I'd never plan an outdoor wedding in November where I live. It doesn't rain a lot, but it's cold, and it might snow.

depends on where you live and what the weather is like where your holding it in late november. It wouldn't hurt to have a indoor backup plan as well.

it really depends on your area! i'm in MI and it will snow sometimes in november! i don't recall it being a huge month for rain though
