Sit back and wait a bit. There is a problem in this somewhere and don't be foolish enough to think that there isn't a problem. The mom is saying something and you should be willing to listen to it. Don't ralitionalize it. Don't try to get around it. Deal with what is, not what might be. It's not worth it. She's 15!

Talk to her mom, tell her that you like her daughter and want to be able to spend time with her. Tell her that you understand completely why she does not want her daughter to date yet, but you would like to be allowed to come over to their house to spend time with her under their supervision.
If she is any kind of a decent person, she will appreciate this sort of "offer of compromise", and it will give her the opportunity to find out that maybe you are not such a bad guy.
