A few people build such homes. Sure it is encouraged because it helps the local economy. And you can bet that those people who do so have enough money to have every bit of paperwork in order.
Thanks for posting and making the distinction of "white". Do you define yourself by your skin color? People live all over the world and have no need to do so. One can go anywhere and do anything if one is legal and understands the society in which they go.
Many citizens of wherever bemoan that they have to go through hoops to get there. Well make your country that place as well. Mexico could be like Canada. Mexico is positioned to have it all. Just stop illegals in your country and those traversing it. Simple as that.

This is very old news.
Americans who cannot afford to live in California have abandoned the States and fled into Baja California.
Just watch your backs. The Mexicans are not all friendly nor do they all welcome you after you've settled in. Most are nice, but enough are willing to abuse you to the point you wonder why you even thought of buying a condo down there.
Just be aware.
