The Scripture verse "before you were in your mother's womb, I knew you" implies that the manifest destiny of every soul atman is fixed. As is the residual balance of karma... so shall be the next manifestation. If the residual balance of karma demands one be born in the house of a cobbler... the seat of the soul in the cobbler’s wife's womb is fixed. None can change it. It cannot be exchanged with a seat in the Queens womb.

This predetermination is what God Almighty is hinting at. In simple language it means, the child chooses the parents and not vice versa. If the residual balance of karma demands a seat in the womb of the cobbler’s wife... then be it! This also confirms the fact that the doctrine of karma governs the manifest life of every soul atman.

Karma is that requisite by which every soul atman removes the dross within. In absence of karma... the whole concept of the Cosmos would fail. It is karma that determines whether the soul atman would immediately manifest another life after the death of a body or it shall hibernate in heaven or hell in the interim stage. this is a great question- He knew everyone, believer and non-believer. God knew us before He created us, and before we were born- He knew us prior to the foundation of the earth. The question is do all know God? No, only those who seek Him with all their hearts, through the shed blood of Christ for the forgiveness of sin.

God knows each & every part of universe(his creation). God believes in those who helps the nature to grow or to whom who works to make or keep universe better & removes those who destructs the nature.

There is knowing someone, then there is KNOWING someone. The Hebrews used the term "know" as a euphemism for intercourse, so when Jesus says, "Depart from me, I never knew you," He is not professing ignorance, but lack of spiritual intimacy. Note that this should not be taken to suggest that Christ is wanting sexual relations, but He is wanting spiritual, deep, personal relations with people; He's not interested in mere intellectual assent.

He knows everyone some more intimately than others but He is willing to accept all that come to repentance. Matthew 7:21-24 states that workers of inquity, God doesn't know.

Matthew 7:21

21Not every one that saith unto me, Lord, Lord, shall enter into the kingdom of heaven; but he that doeth the will of my Father which is in heaven.

22Many will say to me in that day, Lord, Lord, have we not prophesied in thy name? and in thy name have cast out devils? and in thy name done many wonderful works?

23And then will I profess unto them, I never knew you: depart from me, ye that work iniquity.

An all-knowing God would know everyone, irrespective of whether they ultimately became believers.
