Any penalty points incurred are valid from a 3 year period from the date the conviction was given, but must stay on the licence for an additional twelve months, so a total of 4 years If he received say another penatly/speeding fine he will not be offered a course because its only offered for first time offences meaning the driver should have learnt there lesson from the previous 3x tickets they earnt the 9 points with. What would happen if someone reaches the 12 point is they will be summons to court and the judge will ban them for about 12 months is the standard time these days and will only not ban them in exceptional circumstance IE life threatening if the person loss there licence or the person needs there licence to frequently transport say there terminally ill relative to hospital for medical care. The fact they may need the car to do there job and will lose there job without a licence is not a exceptional circumstance.

Your drivers license expires on April 4th? You need to go to the Department of Motor Vehicles, and tell them that you need to renew your license. You need to take your proof of insurance & your registration for your car with you. Fill out a small form. They check your eyes, take your picture for your renewed license, Also you ofcourse have to pay for your renewed license. Cost varies from state to state. Usualy around $20. They give you a yellow slip of paper, that is your temporary license permit to drive , until you receive your plastic license in the mail.
About 4 to 6 weeks they will tell you. If you
don't do these things. When your license expires. Then you can not drive.

If it expires on the fourth, you have until 11:59 on the 4th to drive. Get it renewed before that if you can.

yes you cant drive on the expiration date. but you should be receiving a new one before that date and its your responsibilities to inform/call the DMV if you havent receive it yet. they can issue you a temporary driving permit while waiting for your license in mail.

It means you have 48 hours to renew it with an open book written test (open in most states) and not worrk about it. OR - not get pulled over til you do... My record 5 years, only 3 tickets.....but its a sure way to get arrested when your handed the ticket...

Privlidge expires when the license expires. Depending on your states laws you may have to retest if you take too long.
