Vehicle plate information is private. No one, not even Police, can tell you the name and address of the owner of this plate.
Give it up!

Nobody here who can tell you. You'll have to contact the CA DMV, though don't expect them to give you the information. Most DMVs will not give out that information.

Are you expecting someone to just answer, I do! ? You won't legally be able to get this information unless they come forward or if there is a legality, you can file a police report and it will be on the police report
