Generally there is a limit to the number of kids you can keep without a licence, but it varies by local law. If you were to keep more kids than local law allows, even just for barter, and god forbid one should become injured you would go to jail for numerous things: child endangerment, neglect, etc, etc.

Also it may void your insurance so you should talk to your insurance company to talk about liablility coverage. It usually isn't much for personal liability. Some tradespeople use it, I am not sure if that would apply for kids though.

Recently a local daycare provider here (Toronto) did go to jail. Though she REALLY deserved it. 26 toddlers (YIKES) and only three caregivers (firstly that is a business not some mom watching a few kids for an extra buck, so she should have a licence). A 22 month old was bitten over 18 times by another child and required hospitilization. They are in severe pain and covered in bruises.

Anyway talk to your local licencing agency and see if there is a minimum number of kids before you need a licence. Or talk to a lawyer who would be confidential. And talk to your insurance.

I don't think it's illegal. Just keep in mind that if one of those kids hurts themself at your house, their parents could sue you for all you are worth. If you had a license as a limited liability business, then you would be protected.

I'm not sure, but I think that if you're ot licensed, you can only keep 3 children in addition to your own.
