this literally means "the challenge to dream". I don't think there's really a word for "dare" in the french language.

Oses pour rêver :use it when you are addressing one person.
Osez pour rêver : use it when you are addressing more than one person or if you are using the formal form.
you can use défi au rêve, or oser rêver they are nice expressions, but they are far from the exact meaning of dare to dream.
