1. To allow the lower jaws to move.
2. The shape is such that the teeth for cutting different items are placed at arppropriate places. The one used for biting (incisors teeth) are placed at the front, the teeth used for tearing (canine teeth) are placed at the sides of these teeth. The teeth used for grinding (which requires more force to grind and crack molar teeth are closest to the jaw) This is useful because humans eat all sort of things.

It forms the floor of the mouth. It keeps the tongue and teeth in place for eating and breathing. Some babies are born without a well developed chin (mandibular hypoplasia). They have feeding difficulty and have to be kept in the prone position. Otherwise, their tongue falls back and they turn blue. This happens in Pierre Robin's syndrome.

It's called the mental prominence...and yes most people have them, some are just shaped different than others. It's just a part of your mandible, which you need because it helps you talk, holds your lower teeth in, keeps your tongue in your mouth...etc. etc.
