my zipcode is 50438 and my toddler is 16 months old so any kind of playgroup local in that age range would be helpful.

If doing a search for playgroup and the name of your town on Google doesn't come back with any results, try raisingthem.com and meetup.com, and also ask your pediatrician if he or she knows of any groups. If you don't find a group, consider starting one yourself using one of those sites (although meetup charges for groups) or yahoo! groups. Make some flyers and put them up at coffee shops and local parks.
Or go try a class at something like a gymboree, and see if you meet some moms there.

Go to places where there already are toddlers - McD's play areas, parks, indoor classes, church, library storytimes. Meet other moms and chat with them till you find a couple that you have enough in common with to spend more time with, then set up your own meetings.
