When in army, a new weapon is introduced, what procedure they follow? I want to know step wise induction & training details

In the begining, the generals play future weapons war games. They literally make up the weapons in their mind. Then they look at the feasability of the weapon if it really existed. They then contract out a mock up of the weapon. Then they have a team of soldier play with the mock up and put it in war games. If it still works, the military uses all that information and tries to sell the idea to Congress. Then a bid is placed to make the type of weapon's criteria. Their mock ups are made and then the military picks the version they want. Then Congress determines if they want to buy it and how much they want to buy. The weapon is tried out in war games and real combat and adjustments are made. The F-22 turned out to be a good "buy" while the U.S. military has yet to replace, just modify, the M-16 in over 30 years.
