Because cats are too intelligent to do the sort of tricks that dogs do willingly.

Dogs have a pack mentality that makes them more open to being trained. So the "game" of fetch incorporates natural chasing or hunting behavior, and your praise (as the "alpha" pack member in the dog's mind) reinforces this behavior.

Cats do not naturally live in groups with established hierarchies as dogs do. Although latest research shows that feral cats do sometimes form loose associations (i.e. have 'buddies'), their interactions are not usually governed by obeying an authority figure. Also cats don't generally share or portion food as dogs do (when they live in groups). If a cat chases something he's going to eat it himself! So there really isn't any fetch coding in his mind to work with. Thus, when you try to get your cat to do something, they just usually think you're crazy. Cat's minds just don't work that way.

I know that some people train cats, but this is unnatural behavior for cats. It takes a lot of time, a lot of patience, and a gifted trainer.

I have a 12 year old cat that chases the little plastic rings that come off of a new carton of milk. She doesn't do it very much any more, I guess because of her age, but playing "fetch" with these milk rings was her favorite game for a long time. However, my dogs don't bring anything back that I throw for them. They'd rather chew it up.

We had a cat who would chase and fetch corks, in the same way a dog does with sticks!

It's their pack instinct, they return with their catch to the dominant male\female of the pack to show subservience, in this case their owners. The majority of cats hunt alone and you can't even get a domestic cat to be subservant.

Many dogs are bred to be retrievers so this fits in well with their natural drives. It is also why they will shake a toy very roughly as that is their instincts when catching prey.

and my personal note - because they are fun and cats are not.
