If + is the Boolean algebra addition (XOR) in which 1+1=0 then
A'B'+A'B'=0
If + is logical or (OR) in which 1+1=1 then
A'B'+A'B'=A'B'

Since A + A = A, your anser is A'B'

A=0, B=0 then = 0
A=1, B=0 then =0
A=0, B=1 then = 0
A=1, B=1 then = 1

They are the same thing or'ed together....so = A'B'
