to make up = componer, formar, constituir, integrar;
reunir, formar reuniendo;
confeccionar, preparar, arreglar, ajustar (cuentas);

"to make up" meaning that a person is creating or inventing a story is translated as "inventar" depending on the subject and whete is present, past of future it will change.

make up as in face make up is translated as maquillaje

make up as in make up in get back together is translated as reconciliar

make up is used in several context and it can mean very different things.

if you mean as in "to make up an excuse" that would be:

"inventar una excusa"

if you mean to make up a story, that would be

"inventar una historia"
